reprogramming ecu?

I was wondering if anyone knew how i could use a laptop to reprogram vtec rpm engagement, shift point for the lame ass auto trans, timing... I have a obd2 cable that will plug into the parallel port of my pc, is there a program I could use for such a task?

Stock ECU? no

You would need to convert to OBD1 for that kind of thing.
